The map shows the number of false flag attacks tracked in the IntelCenter Database (ICD) from 2014 to 2016 as of 2 Mar. 2016. A total of 63 attacks were identified. False flag attacks were most commonly executed using military or police uniforms, however, there were other cases when attackers used ambulances, dressed as employees or disguised themselves as another group that would facilitate closer access to the primary target. The Taliban in Afghanistan have been the most prolific in conducting false flag attacks.
When operating in areas with terrorist or rebel groups that utilize false flag attacks, additional procedures should be put in place to deal with attackers that may initially appear to be staff, security personnel or others who would normally warrant access. The threat also extends to outside of facilities and is used in kidnappings where the attackers will exploit the targets initial confusion.
