A significant volume of FlashNet traffic for a particular country is typically an indicator of an increased threat in that country. IntelCenter's FlashNet alerts are sent out when a significant terrorist incident occurs or threat by terrorist or rebel group is made. Alerts are also sent out for developments which may result in an immediate increased threat, such as the arrest of key group members. Warnings by embassies and other government agencies of threats also trigger alerts.
In May 2014, IntelCenter issued 173 FlashNet alerts. The highest volume of traffic was from Kenya with 27 alerts. Kenya is now consistently ranking in the top three due to a growing insurgency by al-Shabaab there. Yemen came in second at 21 due to increased fighting and threats from al-Qaeda in the Arabian Peninsula (AQAP). Nigeria came in a close third at 20 due to increased activity from Boko Haram. Pakistan and Libya tied for fourth with 12 largely due to jihadist activity in each country.
Kenya, Yemen, Nigeria, Afghanistan, Libya, Iraq, Pakistan, Somalia, Syria, Egypt and Ukraine are all expected to see elevated levels going forward. No countries with more than five alerts in May are expected to see any significant improvement in the months ahead.
